Background & Context
The statewide work of Marijuana Justice has already made an impact by creating less harsh penalties in 2020 decriminalization and fighting for redressing past harms within the 2021 legalization proposal. Marijuana Justice is excited to continue to build people power in the Commonwealth to fully dismantle the Virginia Drug War and bring restitution to our Indigenous, Black, and other disparately impacted family members.
This specific project will help end the harm the cannabis prohibition has had on families in Richmond, Va. Despite legalizing cannabis this year, children remain separated from their homes due to parent or guardian's possession or use of marijuana. We need to identify which codes are criminalizing parents in Richmond, Virginia, and start making policy recommendations to stop it. We are starting locally for parental rights in marijuana because the issue is prominent in the Richmond area. We hope to use Richmond as a model for statewide parental rights in marijuana legislation.
Immediate Problem
We need to research the specific codes that criminalize parents for marijuana offenses in Richmond, Va.
Work & Deliverables
We need a volunteer to research for Local Ordinances & Resolutions for Richmond, Virginia. We need to research the specific codes that criminalize parents for marijuana offenses in Richmond, Va. This would include hospitals, DSS, and other health institutions that have policies around drug reporting and all those things. This may require FOIA request. We need volunteer to help identify those codes and begin to write policy recommendations for solutions.
Preparation Phase
- Schedule a background call with volunteer coordinator
- Sign volunteer agreement and return to volunteer coordinator
- Review JLARC study for marijuana legalization in Virginia
Collaboration Phase
- Research administrative codes criminalizing parents for marijuana in the city of Richmond
- Submit FOIA request if needed
Wrap Up
- Support in writing policy recommendations to amend the administrative codes criminalizing parents

Marijuana Justice works to repeal the prohibition of marijuana, repair criminal records and bring reparations from the failed War on Drugs. Founded in 2019 by Black grassroot organizers rooted in racial justice, the work is fueled by both 501c3 and 501c4 power in order to build movements in the community and influence Virginia legislation.
